Chartering is the superyacht's future
The need for international regulations for pleasure craft - and more so for large charter vessels - is becoming increasingly clear. An example of this is the collaboration set up between Great Britain and Italy in the superyacht field. Italy has drawn up and enforced regulations inspired by the British MCA and the British are absorbing certain amendments introduced by the Italians. Moreover there is a gentlemen's agreement to proceed together to achieve the same results. But around this joint action there is vast participation of all the other so to speak yachting nations, with view to an almost global goal. International committees were surprised by Italy's collaborative attitude: as the major producer of pleasure craft it might have sought advantages. But the owner of the Italian shipyard group with most interests in the foregoing hypothesis knocked everyone out by stating his faith in the common cause. This is certainly a demonstration of farsightedness, in the Anglo-Saxon spirit of may the best man win. As we were saying, the Italian regulations have meanwhile come into force which allow pleasure craft used only for charter to enrol on the special commercial vessels register. But at this point it was necessary to set up a procedural system which, having acquired political goodwill, is now having to overcome many details, actual obstacles in the bureaucratic itinerary which in the end also envisages the need to sign a collective work contract between owners and chartering parties. It may seem an obvious thing, and it certainly is when an interlocutor exists, which is to say the other party. In this case there was no other party and it had to be constituted, or even better, constructed. Pressed by the paperwork of the first pleasure craft enrolments on the above Register, the Italian sector association UCINA provided for setting up a series of meetings with charter organisations who then set up a representational body, the Agenzia dello Yachting, with headquarters in Viareggio, the cradle of big Italian pleasure craft. The agency also joined UCINA and, on the basis of the British work contract for the charter sector, are drawing up the CCNL, a national collective work contract, formerly inexistent, for those employed on vessels used for commercial ends. The great political merit for this achievement goes to Paolo Vitelli who, as well as owning the above named major superyacht yard, is the well known president of UCINA. Nor should we forget the precious contribution to the technical-bureaucratic part made by UCINA general secretary Lorenzo Pollicardo. Now we must continue to go forward to the goal of an international understanding, in order to obtain valid technical standards wherever pleasure craft are built. ( Fabio Petrone )
